It references the socialist democrat party in Imperial Germany's anti-war sentiment against Austro-Hungarian Emperor Franz Josef's government's ultimatum on Serbia. The ultimatum was an excuse used by the Austro-Hungarians to declare war on Serbia for what was believed to be their willful assistance in the assassination of Austro-Hungarian Archduke Franz Ferdinand and his wife Sofie. And German Kaiser (emperor) Wilhelm II had told the Austro-Hungarians that Germany would back Austria-Hungary regardless - the so-called, blank check. Keep in mind no party in Imperial Germany had any political power of any sort at that time. The ultimatum was accepted by the Serbs on all conditions but one. The response by the Serbs was rejected and Austria-Hungary declared war on Serbia. The Serbs asked Russia for help and a series of treaties kicked in which started WW1. The arguments continue to this day over who was ultimately responsible for starting WW1. It's very complicated and perhaps would have happened without that assassination. We will never know.
