Portland is often overcast and rain is the most frequent weather feature. The rain isn't a hard pouring rain, but more like a constant drizzle. Seasonally, the year in Portland isn't divided so much into the four quadrants of winter/spring/summer/fall as it is divided into two parts, wet/dry. Summer is dryer, everything else is wetter.
The summer can actually be very nice -- those three months from about July to September -- but Portland doesn't have a classic autumn the way New England does, for example. Once the summer sun goes, it's pretty much rain, rain, and more rain until the following summer. Spring is mostly rain and fall is mostly rain, while winter is just rain
Oregons weather is usuall rainy, foggy, clowdy, sometimes partially clowdy, and if we are lucky we have a day or two of sun.... but usually its just rainy, foggy and clowdy, in the summer warm weather only lasts for usually about a week or two before the land is consumed by the rain once more.
Depending on where you are...you will see a lot of different weather. If you are on the west side: mostly rain. East side: hot temperatures. During the winter, you could expect several feet of snow on the east side with maybe a flurry on the east side.

On the coast it is usually around 70 degrees, but closer into the valley it gets up to about 110. Medford, Grantspass area gets really hot, same with Eugene, Roseburg area.
