Frankly, it's very hard to tell. Pretty much all the Republican candidates in this primary season (2012) have been answering such questions in vague generalities, with few concrete statements about exactly how they plan to implement their ideas.
Romney has stated, however, that he believes that Federal Government over-taxes people, and he would lower tax rates if elected. He also has stated that businesses are over-regulated, and burdened with excessive paperwork. He is in favor of repealing the entire Affordable Care Act (aka ObamaCare), and wants to "keep American strong" by continuing our current defense spending levels. In addition to lowering taxation levels (on both individuals and businesses), he has stated that the Federal Government is too large, and should be shrunk considerably in size.
As noted above, however, while his rhetoric has been grand, there have been exceedingly few actual detailed proposals about exactly how any of his goals are to be accomplished (such as which regulations are to be eliminated, which departments of the government to be shrunk/removed, etc.).
