It is my assumption that each state or local government will have its own laws pertaining to the penalties of owning a stun gun in specific situations. The second amendment of the Constitution of the United States, states that the right of the people to keep and bear arms shall not be infringed. Although somewhat controversially at the time of its decision, the supreme court ruled that the second amendment does guarantee the right of any person to bear arms for the security of the state. Each state possesses different requirements as far as permits on weapons are concerned, check the local laws and understand the requirements of owning such a weapon.
