What would cause the scrapping sound near driver side front tire only it's not the brake itself and the tire is fine but car squeeks and makes metal to metal scrapping sound at low speeds or braking?

If the brake pads are not worn out check the backing plate. It is the thin metal plate behind the brake rotor, sometimes it will get bent and rub on the brake rotor.
