RS on a Camaro is for Rally Sport. This was an option on the first generation (1967-1969) Camaros. This was for the hide-away headlights, different position of the back-up lights, and some different engine options. This became a model in the later generations also with some different options.

The RS package was offered as an appearance package which, most notably, included the full grill with hide-away headlights. The Z-28 package was offered as a performance package, including a high performance 302 engine and four-speed manual transmission. These two packages could be combined, if so desired.

I think, only think, that you are referring to the 70, camaro, rally sport, (RS) that came with a different front nose, than the non RS type of camaros, that featured a "slit bumper". It was done for three years, 70, thru 73, and was done, based upon the 67, thru 69 rs, which featured the "hideaway" headlights. Reason for those, was that is was a rally package. Early SCCA, and other rally type of races were usually run on the streets of little towns in Europe, not having street lights, and run often into the night, facilitating a need for headlights. And being a public road, and not a dedicated course, (racetrack) there was often rocks, and other debris, that would break the needed headlights for night. So they put covers on them, thus protecting them for night use, and not breaking them at the front of the car, and flattening the tires. In 70, they could not design a hide away system, that looked appropriate, so, they added an extension to the nose, thus facilitating the need to make the front bumper into two pieces........Chuck.
