Tybalt is unhappy because Romeo is a Montague, one of the two feuding families in Romeo and Juliet. The ball s hosted by Capulets, who are enemies of the Montagues and Tybalt. who is himself a Capulet, is unhappy because of this.
Tybalt should be angry because Romeo is a Montague, and the Capulets and Montagues are feuding families. Seeing Romeo at the ball is a direct challenge to the Capulet family and their honor, adding insult to injury.
Tybalt plans to start a fight with Romeo right away. He orders his sword: "Bring me my rapier, boy". Apparently the only motive he can think of for Romeo to be there is to "Fleer and jest" at the Capulets.

But it isn't so difficult to work out who Romeo is. At the end of the party, when the guests are starting to leave, Juliet asks her nurse to find out who the young man was that Juliet has been talking to. It takes the nurse a few moments to ascertain that it is Romeo - but only a few moments.
