Never, the official language of the Church is Latin, all of its official documents are in Latin, the Mass is in Latin, as well as the other sacraments. Current Church law provides that everything may be translated into the language of the people, but the Church's language is still Latin.

Surely sermons - preaching to the congregation - were always done in the local vernacular language. The Mass was in Latin when I was a child in Ireland, but the sermons were always in English.

They had to be in English, the congregation couldn't understand Latin. They only 'understood' the Mass because their personal missals had both the Latin and English side by side.
