Demobilization issues should be considered from the beginning of dispatching resources. In other words, you have to consider how long people are going to be on the incident and how they get home when the incident is winding down.
Planning of demobilization (releasing of a resource) should begin when the request for that resource is made. When ordering resources, have a plan on how those resources will be released. The incident management team should have a form (ICS 221) for each resource that is demobilized to facilitate accountability of the resources.
Good incident managers begin planning for demobilization as part of the initial mobilization of complex incidents. In other words, they should plan on how different resources will be returned to other duties as they are no longer required on the incident.
