There is no set date yet for when Heart Gold and Soul Silver will come out in Europe. Serebii.net states that the games will come out in 2010, and Bulbapedia states more specifically that they will come out in Spring of 2010.

You will see someone there if you are going to trade with someone. Talk to the person you are going to trade with and ask them if they want to trade. The top floor is the Union Room no Friend Code needed the basement is the Wi-fi room, which requires a Friend codes
