When is tutti frutti eaten?

Tutti-Fruitti is eaten the third Monday before Passover. It is often accompanied by a schmulkel--a single, small "tater tot" made from blue fingerling potatoes, chives and sour cream. Typically, this kosher snack is paired with a Riesling, though in centuries past any variety of sherry was preferred above all other wines.
