You must turn the wheel so if the car rolls, the tire will hit the curb. If you are parked uphill, downhill, on the right, or the left on a one way street, you have to figure out which way it will roll.
When you are facing the bottom of the hill, point the wheels in the direction of the curb because if the vehicle would roll, it would stop against the curb and not roll into traffic. If you are facing the top of the hill, point the wheels away from the curb because the back of the tire should catch on the curb and stop the vehicle. Remember "Up, Up, and Away".
Away from the curb, towards the street. That way, if the car rolls, it will roll off the street onto the sidewalk and not out into traffic. I say use the emergency brake.

When facing down the hill - turn the wheels toward the curb when facing up the hill - turn the wheel away from the curb
