Welsh is a member of the Brythonic branch of the Celtic languages spoken natively in Wales, by some along the Welsh border in England, and in Y Wladfa (the Welsh colony in Chubut Province, Argentina).
Welsh emerged in the 6th century from British, the common ancestor of Welsh, Breton, Cornish, and the extinct language known as Cumbric.
Wales was defeated and occupied by England in the 13th Century. This was formalized by an Act of Union in 1540. It now has its own Welsh Assembly in Cardiff which can legislate on most things except for economic, foreign and military policy.
Wales was not 'created'- it was settled many Centuries before Christian times by Celtic peoples who migrated West from Europe, and who settled there long before the Roman Conquest of Britain.
The settlers were highly advanced in industrial and metallurgical skills, which impressed the Romans when they arrived. They were never able to conquer all of Wales, only parts of the South as a result of treaties agreed with by local warlords, and were afraid to venture much beyond the South- an ill-fated expedition to Anglesey horrified them by the Druid's blood-sacrificial rites, and they promptly withdrew. Thereafter, Wales was known in Latin as 'Wallia'- that is, 'the land of the foreigners'.
