If Hillary loses the election, President Obama will pardon her after the election. If she wins he may do some pardoning to stop Congressional investigations about her handling of classified data, and other crimes to clear the deck for her administration.
I realize that many Republicans, especially fans of Donald Trump and people who get their news from conservative Talk Shows, regard Hillary Clinton as a criminal who should be locked up. But the reality is far different. There is no credible evidence that Hillary Clinton has committed "a growing list of crimes," contrary to what is said at Trump campaign rallies or printed on anti-Clinton websites. Rather, she has never been charged or convicted of anything; and in fact, most of the accusations against her have originated from her political opponents. Mrs. Clinton is a very polarizing figure (for a number of reasons, some of which are not her fault), and some people have believed various rumors and myths about her for decades. I doubt that will change.
But believing someone is a criminal is very different from being able to prove that actual (not mythical) crimes were committed. I am not saying Mrs. Clinton is perfect, nor am I saying she has never made mistakes. While many Republicans believe the various negative stories about her, she has not broken any laws, nor done what Mr. Trump and others claim. And yet, her detractors continue to expect that any day now, she will be arrested. That is unlikely to happen, nor is there much chance she will go to prison. Thus, there is no need for President Obama to pardon her, since she is not guilty of any criminal activities.
No, everyone is PRESUMED innocent until proved to be guilty of something in a court of law. Mrs. Clinton has not been charged with any crimes, let alone taken to court. As a politician she has been smeared and attacked by political opponents and the press - no matter how much she protests her character has been smeared BUT this does not mean she has ACTUALLY done anything wrong.
President Clinton was impeached (accused) of crimes in office, but when the impeachment documents were considered by the Senate, Clinton was not convicted, so remained in office.
