Turn the wheels all the way in one direction - now you can see the backside of one of them.
Note the heavy cast rod that attaches at the back of the wheel - follow that towards the inside and you'll see where that one threads onto and extends the length of another.
The outside 'rod' piece is the (shockingly) outer tie rod, or tie rod end.
The one that attaches to then is the inner tie rod - and as noted above, that one connects to the rack & pinion which ultimately attaches to the steering wheel (the ankle bone connects to the shin bone... ;))

The shaft of the inner tie rod is 13mm (don't fudge a 1/2" wrench on this part), and the locking nut is either a 21mm or 22mm (13/16" or 7/8")
It is important to know where the fuses and relays are in a vehicle. The ABS relay in a 99 Ford Windstar is located in a fuse box under the hood.
