Most Toshiba Satallite the days come with a buildt in software to burn your own and a shortcut to access the recovery from boot (F8 etc.)
If not, i would advice you to buy a cheap one from Toshiba by providing them with your PC serial number and W7 Key(located under your machine or battery) or contact a store/PC garage. Most recovery websites are full of comersial, false and bad files.

The free Toshiba Tecra A3 Drivers can be downloaded from the official website of Toshiba. An internet search with words "Free Toshiba Tecra A3 drivers" will give links of where to download the drivers.

With the recovery disks, just insert disk 1 into your drive, boot laptop to CD and your on the way to recovery.
There are many places where a person could purchase a used Toshiba Tecra. A person could find a used Toshiba Tecra at a pawn shop in their area. Also, someone could find a used Toshiba Tecra in the newspaper with someone selling one.

Well, the Tecra brand is subsidiary of Toshiba. So the first step would be to locate a Toshiba authorized dealer, such as Toshiba Direct, and start the search there. The electronics store, Best Buy, also carries them.
To enter the BIOS on a Tecra, hit the ESC key as soon as you see the Toshiba flashscreen in red. When prompted, hit the F1 key.
