In the backwaters. My grandfather has a flats boat and we go out and use yozuri lures just along the mangroves. I recently got a 32 inch snook doing that at sunset. Also find a big floating plug, and go out at night around Easter time. If you hear slapping and splashing, that's tarpon. Start casting out and doing a really slow retrieve, making it seem like a nearly dead fish. You'll have a blast when u hook one! If u can keep him on :P
