Legally all pictures are still under copyright. They have not been released to the public domain. But if you go to Google Images and search JRR Tolkien you will find some of the pictures as advertisements for books and some web sites that have acquired permission to use them or claim 'fair use'.

The Internet is just a collection of computers corresponding with each other. It does not have a specific printing function. Do you mean Publishing or Printing using the Internet to find a workshop to do it for you? There are certainly firms specializing in this, and the costs are quite reasonable.
The internet is full of photos and photo galleries, but not every picture is great quality and resolution. Istockphoto and Photobucket are a collection of photo galleries on the internet.
