M-14 rifles have not been made available as surplus because they are selective-fire rifles. Those that have been exported are not eligible for reimport.
There are civilian-legal semi-auto rifles that are the same as an M14 minus the selector switch. Springfield Armory produces them under the name M1A. There have also been some M1A clones made by Norinco, but they are fairly rare in US due to importation of Chinese firearms being limited by the US government.
