1) Enter boolprop testingcheatsenabled true in the cheatbox ( Ctrl Shift C to open cheatbox) while in Create-a-family mode
2) Create a sim and put a capital N in the name box, then you will see a box pop up in the corner saying you have opened the NPC sim creator
3) go to the custom skin button and enjoy!
P.S. You don't have to name your sim 'N' as long as you enter that then make the sim it should be all fine. You can change the name after.
