The way people at the time were being treated, many were starving, had no money and were living on the streets or were subjected to the confines of the cruel workhouses
He saw it as away of highlighting the appalling conditons children were forced to work in (child labour), the way people were being traeed because they had no work and were poor because of this, the attitude of many parlinmentarians who dismissed the scale of the poverty in Britain as over reported.
To highlight the derivation of the time and to bring to the forefront the issues of the factory and mine owners using child labour as it was cheaper than employing adults. He wanted to make sure that the people of Briatain that had the power and welth to take action were embarressed enough to do something to help

Early in 1843, as a response to a British government report on the abuse of child labourers in mines and factories, Dickens vowed he would strike a "sledge-hammer blow . . . on behalf of the Poor Man's Child." That sledge-hammer was A Christmas Carol. He despised the powers that be for their ignorance of the mass poverty that was sweeping Britain at the time. This caused million to be starving, cold, and homeless yet the Government of the time stated that poverty was over exaggerated.

Like many others inthat time of industrialization and global financial expansion, Dickens was horrified that Britain was accumulating great wealth as a nation, but that the majority of its people were more poor than ever. At first he intended to write a political essay attacking this fact, but decided that a fantasy story involving ghosts and Christmastime would have a deeper impact.

His own father had been referred to the workhouse when he came from Portsmouth where he was a clerk to the Navy and started work in London. Dickens himself was taken out of school to work in a Black Polish Factory at the age of 12 and worked 12 and 16 hour shifts 6 days a week
