It ultimitly depends on the version. In Platinum, you can go to the resorts after beating the Elite Four. Cynthia is there, too. In the soon-to-be-realeased games, Black & White, you can battle her. In HeartGold & SoulSilver, she appeared during the Arceus Event (if you downloaded it, which you appearently hadn't). We all know that in the Kanto games, Givonni (a.k.a leader of Team Rocket) was the eighth gym leader. Volkner was thinking about going for the Leage challenge, so he might have gone there eventally. Of course, these are only theories, so we may never know for sure.
