I'm pretty sure this question is not going to be answered by anyone else because there is not enough detailed information on the issue. But I am going to give it a try.
When you ask where you can 'upload' Windows Movie Maker files, I have to assume you want to upload your movie/video to a site such as YouTube.
In order to 'upload' your video/movie anywhere, you first have to Publish/Finish the video in the Windows Movie Maker program. This process mixes down audio and video properties into a Standard Viewing format such as:
asf, .avi, dvr-ms, .m1v, .mp2, .mp2v, .mpe, .mpeg, .mpg, .mpv2, .wm, .wmv
Windows Movie Maker exports the Published/Finished video in .wmv format which is compatible with most sites on the internet. If at all possible, I would consider converting it to a .mp4 though, since that is the most current format in use. But .wmv will usually work too.
In any case, if the movie/video is still in Windows Movie Maker file format (MSWMM) it can't be viewed anywhere but in the program itself. Just remember, in order to upload, email, burn or view your Windows Movie Maker project you must first Publish or Finish the Movie.

No. You can't use Windows DVD Maker to upload videos with. But you can upload videos to YouTube using Windows Live Movie Maker.
