There is a house in Blackthorn city that has the move deleter, move relearner, and the Draco Meteor tutor. If you trade move relearner a heart scale he will re-teach a move to one of your pokemon. However, he will not re-teach moves learned through tms, hms, or move tutors. Heart scales are found at random by using rock smash on rocks or by buying at the pokethalon shop by pokethalon points (but it is only sold once per week).
