You're going to find a lot of answers to this question, depending on who you ask. The Bible doesn't really tell us more than that God is in heaven... and you have to look in other books to get any more of an answer than that, in a physical sense. If you are talking about spiritually, God is said to walk among men at times, though we don't know that it is him... and he "dwells in our hearts" as well, probably meaning that we always have a connection to him through prayer. Psalm 123:1 Unto you I lift up mine eyes, O thou that dwellest in the heavens. Ecclesiastes 5:2 Let not thine heart be hasty to utter any thing before God: for God is in heaven, and thou upon earth.

When the Bible refers to "the heavens" as God's dwelling place, it is referring to the loftiness of the place where he resides in contrast with the material environment in which we reside. Praising and worshipping God creates the atmosphere for His presence. Like any atmosphere it must be ideal for what dwells in it. Just like a fish has water or plants have the earth, God's presence or His glory dwell in the atmosphere where He is praised and worshipped.
It is basically a way of saying that we want what God wants. We say 'as it is in heaven' because God's will is done in heaven.Is God's will not being done on earth, also? Who's will is today?
