In the uppermost six inches of soil is where most organic material is found. That's also where many plant roots are located. It's precisely because of the nearness to the surface and the availability of air, moisture, and nutrients that many roots tend to be located in those upper six inches. So it's a zone of high competition between soil food web critters and plants.
