The question doesn't refer to price or product listing- but my two favorite sites are Royal Mile Whiskies and The Whiskey Exchange: The selctions are incredible and even though they are from outside the US and will incurr an extra tax, it is usually, however, the same price that US websites are charging (because most of the US sites seem to grossly overcharge!)
The best whisky, is for obvious reasons, the one you enjoy the most.
Many would say a blend is the best for mixing in your drinks, and to that end, Johnny Walker is considered a fine blend. Teachers and Bells, while not considered exactly quality whiskies may be "best" on your wallet.
A single malt, would be considered the best type of whisky, pure as it is and true to its region and distillery, but most are an acquired taste, some salty, others fiery, smoky or harsh.
For me, the best single malt to get started would be Bowmore 8 years. Not my favourite, but very drinkable, and not too harsh. From there, may I recommend Highland Park as a tame introduction to the smoky whiskys of Scotland. Talisker 12 years would be a brave starting point for those already drinking whisky.

For new ones, you will need to go to a good kitchen supply shop.
