Yes, you can make Wikipedia pages - in fact, anyone can. Just hit the "edit" button at the top of every page. If there's not a page for the topic you want to write about, just create by going to http://en.wikipedia.org/wiki/Your_page_title_goes_here. (obviously, replace the last bit with the actual title of your page).

You'll have to be a person of importance. Wikipedia asks that you do not create articles about yourself. Wikipedia has policies for those who can have an article - it's called "notability".
Look for the "Create page" button.. and just follow through from there.
