Directly above the 12v power point is a door that slides from right to left. If you look closely you can see the symbol on the slide door.

A 1991 Dakota would have an OBD-I connector. It is on the passenger side of the firewall. It is roughly square on the outside.
That should be the OBD I system. OBD II started in 1996.
