1974 VW Beetles don't have VINs, but rather serial numbers. There is a number for the chassis, and one for the engine. DMV wants the chassis number.
The engine serial number is stamped into the case, just below the alternator stand.
The chassis number is in three places. The easy one is in the lower left corner of the windshield. There's one on the transmission tunnel under the seat, and a third on a data plate in the engine compartment.
