I own a 1990 GMC Sierra 1500 5.7L V8. My fuel filter is located along the frame rail under the cab on the driver's side of the truck. You might look there for the filter on your 1989 Sierra. It's an inline silver colored canister.
Purchase a Purolator Cabin Filter. It comes with complete instructions on replacing the filter.

The 1999 GMC 1500 PU equipped with the 5.0L V8 have an undercar in-line EFI filter. The filter is located directly upstream of the fuel tank in the gasoline line going to the engine. The OEM AC Delco replacement fuel filter is #GF652.
The starter of the 1994 GMC Sierra 1500 pickup is located on the dashboard. It is usually attached by a small wire.

Trace your fuel lines from the gas tank along the inside of your frame rail. It should be located about 2 or 3 feet from the tank.
It is up in the driver's side frame rail behind the cab. You will have to slide up under the truck to see it.
The fuel filter is located under the driver side door under the cab between the frame and the cab door, it's about half the size of a soda can.
