There will be a fuse in the main panel in the passanger compartment fuse panel which is located under the dash on the drivers side. there is a small cover to remove and the fuses will be pointing straight down toward the floor.
there is also a horn relay which is located in the engine compartment on the passanger side of the firewall(wall between interior and engine compartment). There is a black cover over the relay center which will be marked,but hard to see writing.(embossed)The cover is approximately 12"-16" long,3"wide, and about 2" or 3"deep. If the fuse tests good, a quick test for the realy is to swap it with the AC relay or another in the relay center that is the same. Make sure that the horn(s) are plugged in and that the wires have not been cut or shorted enroute to the horn assembly. There is also the possibility that th horn(s) are non-op. If easily accessed you can remove the horn and put the body of the horn on the negative post of the battery and run a wire from the horn pin and touch it on the positive post- it should instantly sound if you have good contact and ground. **DO NOT LEAVE OR HOLD THE WIRE TO THE POSITIVE POST FOR A LONG TIME**

Both the 20 amp fuse and the horn relay on 95 Buick Riviera are located in the under hood fuse box in the engine compartment just behind the passenger side headlamp.A detail of the fuses in this fuse box can be found on the inside cover of the box.
no doubt you checked the fuse panel on the drivers side, now check the one on the passenger side which says horn.. had same problem
pull the horn relay -- under black plastic cover (fuse relay unit behind passenger headlight in engine bay).
Locate transmission modulator 95 Buick
Check for a vacuum leak.
