The relay is behind the right headlamp area or at least it was on our 2001. Our check suspension light came on and then the rear end completely deflated at about 150,000 miles. We replaced the relay and it aired back up. We replaced the compressor first but it was the relay all along that was causing the problem.
Instead of replacing all of the air on the vehicle, you should consider putting a passive, non air system in. That way you don't have to worry about all of those air products. Clearly when one of the air components fails they all seem to follow. It's a great fix to a big problem. I went to Strutmasters.com for my suspension problems :)

The air suspension relay on a 2003 navigator is located on the passenger side where the compressor is on the front bottom near the fog lights.
Air leak.
Lincoln Navigator suspension compressor relay switch is located on the firewall. The switch will be on the passenger side of the firewall.

The front relay is on the passenger side kind of hidden but you'll find it on the upper front right side on the passenger side.

If your navigator has air suspension then the switch located in the rear driver side panel where the air suspension switch is...it is right below the suspension switch. hope that helps.
