This can only be done after you have gotten the photo of the Cemetery Spectre, sold it to the newspaper, and deposited your reward in the bank's vault (where you also glimpse the Tireless Thief under the floor). A boat arrives while you are reading the paper.
At the prison, go to level H and use the buns in the warden's old office.

∙ 11y agoThe warden's office is on the "H" floor. When you get into his office, put the hot cross buns from the bakery on the table. The warden will eat the hot cross buns and show himself.
