They all have extensive training in urban warfare. There is no single SOF unit that has more training than another in this area. Every combat unit goes through MOUT, or Military Operations in Urban Terrain, training. The type of operation within the urban setting would determine which unit is sent to perform it. If they needed to rescue hostages, then they would most likely send Delta. If a helicopter crashed, then Air Force Special Tactics would go in. DevGru would most likely go if a high-value target needed captured or killed. Lastly, if an certain location, such as an enemy hideout or airfield, like Operation Rhino in Afghanistan, then the 75th Rangers would probably be sent.
If a large scale city, like Fallujah in Iraq, needed to be siezed, then multiple units would be sent. When Fallujah was siezed, Navy SEALs and Delta operators were mixed in with Marine units to act as counter-snipers. Delta was also involved in the operation that killed Uday and Qusay Hussein, Saddam's sons, during the siege in Mosul, Iraq.

Counter-guerrilla warfare=anti-guerrilla warfare. It means fighting (or combating) guerrillas with methods that are effective. Using the old example of, "it takes a battleship to sink a battleship", the proven method for counter-guerrilla operations is "using guerrillas to hunt down guerrillas", such as the Special Forces, SEALS, and Snipers, etc. are trained to do (or at one time were trained to do).
