no, slavery wasnt made illegal until after the civil war which was in 1865 the year 1700 was before the dec. of independence which was signed in 1776

The real answer is that slavery was legal everywhere except Georgia. It wasn't until 1752 that slavery was opened to Georgia. Also, Spanish Florida was also a safe haven for escaped/freed slaves. *Fun Fact-- The Carolina's actually sold Native Americans in their own slave trade. They soon stopped because it wasn't as profitable.*

All 13 colonies in North America had slaves at some point. It would not become a divisive issue between the Northern and Southern colonies until after the Revolutionary War.
