The real answer is that slavery was legal everywhere except Georgia. It wasn't until 1752 that slavery was opened to Georgia. Also, Spanish Florida was also a safe haven for escaped/freed slaves. *Fun Fact-- The Carolina's actually sold Native Americans in their own slave trade. They soon stopped because it wasn't as profitable.*
All 13 colonies in North America had slaves at some point. It would not become a divisive issue between the Northern and Southern colonies until after the Revolutionary War.

No. By the mid 1700's slavery had been outlawed in several northeastern states. Yet, the Black citizens did not escape discrimination in those states. The southern states because of the need for slaves due to crop production held the largest population of slaves. Yes, they were.

Slavery was first legalized in the English American colonies in 1642, in Massachusetts. Several other colonies followed before 1700. There is a link below.
Yes, the middle colonies like New York and Pennsylvania practiced slavery in the 1700s. While slavery was not as widespread in these colonies as in the southern colonies, there were still enslaved individuals used for labor on farms and in households.
No. It was an open letter to the king telling him of the problems the colonies were having with the government and why they were declaring independence. Slavery wasn't an issue. Most of the founders of the United States were slave owners and the only time slaves became an issue was when they were trying to decide if they counted as part of the population to determine the number of Representatives for each state. Many of the New England states had all ready stopped legal slavery within their colonies by the mid 1700's, and it was only the southern colonies who were concerned about keeping slavery legal.
