Open the passenger side door, and theres a fuse door there. On the back of the fuse door, it should tell you wich fuse is te lighter fuse. It's probably an accessory fuse.
Check in the under the glove box. Open the glove box and the plastic piece should be able to lift up and the fuse box should be under there. In my 96 cutlass the fuse for the cig lighter is on the right side of the glove box, accessible by opening the passenger side door.
