Both white clips need to be rotated clockwise so the panel drops free.( I had to pull gently on mine) It can then slide out slightly to gain better access to the fuses. Well it has been a long time but I had this same problem with my 2000 Ford Escort ZX2. After visiting a junk yard I saw how others were connected, and you just have to take off the stereo center piece (the one big oval shaped unit I'm guessing you also have) to see the wires behind the lighter. In another bundle of wires was a free yellow and black cable pair, and I was able to hook that up to the leads on the lighter to make it work. If you are desperate and cannot figure it out, I would suggest visiting a junk yard. If you find your model almost definitely the stereo will be missing, so you can even see the exact bundle of cables your wires will be coming from. Good luck!
