Typically a liberal point of view.
The ideological viewpoint would be poorly informed, elitist, liberal. Liberal, since they seem to have little trust in their fellow citizens. Poorly informed, since there are already several thousand gun control laws that are ignored by criminals. Elitist, since the speaker seems to feel that only wealthy people that can afford expensive guns (it does reference cheap handguns) should be able to defend themselves.
The ideological view that would support the original statement is a flawed view that contends it is possible to regulate behavior by regulating things. In a like manner, would banning the sale of cheap cars be a reasonable fix for the problem of drunk driving?
Ideological refinement emphasizes the discrepancy between high support of principles of equal treatment and low support for active government intervention to reduce racial inequality (Quillian 312)
You are asking for opinion- my opinion is that is a rather elitist point of view, that would indicate distrust of one's fellow citizens. Since criminals by definition are already ignoring laws that prohibit robbery, assault and theft, they are unlikely to obey laws regarding firearms. Gun control has its greatest effect on law abiding persons- your fellow citizens. The recurring theme of gun control has always been to "keep them out of the wrong hands". At different times, the "wrong hands" have been the hands of immigrants, native Americans, African Americans, poor people, and women. Do some reading on the history of the several thousand gun control laws in the US, and the failure of those laws in countries such as Canada, Great Britain, and Mexico. ************************ The ideological view that the use of guns is wrong might support the view that gun control is necessary. Since the USA has approximately 270,000,000 guns, the fact that as few as 22,000 people are killed with guns each year in the USA indicates a success of gun control laws and the necessity of extending their scope.
