The Sabines and the Etruscans.

Rome was said to have been the result of a fusion between Latins and Sabines. Some Sabines settled on two of the seven Hills of Rome. Their king, Titus tatius, co-ruled with Romulus (the first king of Rome) for five years. The second king, Numa Pompilius, was a Sabine from the Sabine city of Cures. He created the institutions of Roman state religion: the priesthoods, the college of Poniffs (Pontifex) and the Pontifex Maximus, the head of Roman state religion. He also created the highest trinity of Roman gods (the Capitoline triad): Jupiter, Mars and Quirinus. Quirinus was a Sabine god. The fourth king was a Sabine Roman. Some patrician clans claimed Sabine origin.

The Etruscans were the next door neighbours, on the other bank of the river Tiber. The theory that the Etruscans ruled Rome for a period of time had now been discredited. However, they did have an influence of early Rome, though exactly how is difficult to ascertain. It is known Rome traded with her Etruscan neighbours. Etruscan art work was sometimes commissioned by Rome. They also exerted some influence of theological matters. The tradition of ploughing a furrow to mark the sacred boundary of a town at its founding was borrowed from the Etruscans.
