Backstreet Boys. By a LOT of records. Apparently Westlife have sold 43 million albums worldwide whereas Backstreet Boys have sold over 130 million albums. That's more than 3x as much as Westlife!

BSB by far!!!! But this should be viewed through the scope of Westlife is/was a band from Amerca radio when radio had a bigger impact than today. I am an American straight male who enjoys some of both their songs,, but collusion in the American music to blackball Westlife is so wrong. Westlife first hit: they made a video for the world and second for America. They were aware of being blackballed and tried to go through a video. The answer might be a lot different if no blackball.
