No one, they are programmed to do what they do. Whoever programs the virus commands it what to do then it does it. They can program them to do the action repeatedly or just once. They can also have them infect other computers with the virus and have that computer do the same thing, and that's why you can have millions attack at once.

You can steal someones bandwidth only if you can connect to the Internet via their network, this is quite easy on an unsecured wirless network, much more difficult on a secured wireless network and almost impossible on a wired network. However Internet survive providers do not have the cappacity to give all of their users the bandwidth they pay for at the same time - this is why the Internet is often slower on an evening. So you could say other users are stealing your bandwidth then, but you are doing the same to them.

I am guessing (somewhat educated) that 2wire072 is the username on a router just and not a company that has the same password on everything. We have no way of knowing where this router is, if it is unique even. Also it is illegal to try steal other's bandwidth.
