In countries using a license system, possession of a license normally includes the permission to purchase and use a firearm of any class you are endorsed for (if endorsement is used).

In countries where purchase of forearms is regulated, the appropriate authority - normally the police of the region involved - will determine whether you may buy the weapon.

In countries with no direct control over purchase of firearms, laws may prevent a person from purchasing a weapon in any case, such as criminal history or mental ill health.
