The US had control and ownership of the canal itself (The Canal Zone) until the US gave it back to Panama late in the Twentieth Century, under a treaty signed by US President Carter.
Long story short....Roosevelt helped fund a revolution in Colombia, causing the new nation of Panama to be formed. In return, Panama gave the US a ten-mile strip of land on the Isthmus of Panama called the "Canal Zone".
Eventually, the US paid Panama $10 million for the ownership of the Canala and a $250,000 annual fee. Then, in 1921, they paid Colombia $50 million for the loss of Panama.
