The Romans played an ancient game using the head of British savages, the aim of the game was to get the ball or head through the opposing teams goals, anyway possible, the game was played back in Roman Italy using rolled up pig skins. There are many forms of football some of which are hundreds of years old. There are also similar ball games which were never called football that fit the description of a ball game played on foot. However, the question is specifically about a code of football known as soccer therefore I will answer that question. The rules of Soccer (Association football) were written by a man called Ebenezer C. Morley in 1863. Morley was the first secretary of the 'Football Association' in England who were attempting to standardise the many forms of football being played at the time. Morley based his 'Laws of the game' on ' Cambridge rules' football first drafted at Cambridge University in 1848. Ultimately they failed to standardise football because some of the Football Association founder members could not agree on the rules. They decided to develop Rugby school football instead and in 1871 delivered Rugby Union Football.
