Actually not at the OUTBREAK of WW1, that was Andrew Fisher, who resigned following the failure of the Gallipolli Campaign and a General Strike which was designed to force him from office.
Hughes replaced him as Premier in late 1915 and was Australian Premier until February 1923, when he himself was forced from office by Stanley Bruce. Hughes is generally regarded as having been one of Australia's greatest ever statesmen and the father of modern Australia, on a par with Bob Menzies.
