Travel to the Prison island in the boat near the Inn, then locate the Warden's office (level H) . Place the Hot Cross Buns on the table, and the Warden will give you a mugshot of the prisoner. Travel to the prisoner's cell (level D), then push aside the bed and enter the tunnel. At the end of the tunnel is the prisoner. Above him is the bank vault, blocking his way out.
Use the pickax to escape from the cell when you leave the tunnel.
