Queen Elizabeth II is our Head of State but only because that is how our Constitutions reads. The Queen would never comment on any Canadian State issue and if she did would be at best ignored, at worst create a constitutional uproar or crisis.
The Governor General is sometimes referred to as our Head of State because the GG represents the Queen and does the ceremonial role of Canadian Head of State. But again so ceremonial that any comment on State issues will be controversial and taking any unapproved action regarding State or government issues would create a constitutional crisis.
