in my opinion, the inspector is JB Priestley himself because if you look outside the box(plot,storyline) it really has an inner message. this is why the inspector knows the future and the character's conscience because he controls the characters.

-happy to help :)Inspector Goole -- who in fact is not an inspector -- is a strange character and we never really find out who he is. The name Goole is similar sounding to ghoul which then relates to ghost, which leaves you thinking that maybe he isnon human. But the questions Inspector Goole asks, you get the feeling he already knows the answer to them all. Each question he asks, it is as if he is informing them of their incorrect actions and he is almost like the conscience they should have but it has been blocked out, and it is now coming back to haunt them all.
The play "An Inspector Calls" leaves a lot of mystery hanging at the end. All questions are raised to who was the inspector? Was he consicience? God? Did he come from the future? I have read interpretations that The Inspector could have been a messenger from god, trying to put forward the fact that all people are equal, therefore responisble for each other. However my interpretation is that the Inspector was from the future, and he was coming to teach the Birling's a lesson about collective responsiblity. His grand speech at the end could be interpretated that he had experienced WWI and WWII by his powerful, horrific line "when they will be taught it in fire and blood and anguish." He wants Britain to realize that personal responsibility and self-interest for their own country results in dire consequences such as in WWI and WWII. So yeah there you have it. He could have been god, or a guilty conscience from the Birling family's mind.
This is heavily arguable as there is simply not an answer. Undeniably, the inspector is actually Priestley himself, articulating his socialist opinions of responsibility onto the Birling family. However, if you actually mean within the novel, the inspector's identity is open to interpretation - these span from Jesus (Biblical reference) to an actual ghost (Inspector Goole - Goole is a homnoym for Ghoul meaning spirit etc. ) Both can be supported by quotes and so are not actually wrong. It depends on what you think and infer.
He makes the members of the family realize what they have done. How 'unimportant' acts lacking of empathy can have disastrous consequences.
