Gandalf made the comment to Bilbo. He said something about there being more than meets the eye about Bilbo. He also said it to Frodo. Both times it was after they escaped from the Misty mountains.

Bilbo is more content because he has seen a lot of the world now and his wanderlust has been fulfilled. He appreciates the good things in life more. He is less respectable because running off for a year without a word to anyone to have an adventure is something a "respectable" hobbit doesn't do.
